Like all things government, the creativity in naming things is lacking.  The House Speaker and Senate President control the Committee on Committees in their respective chambers.

The Committee on Committees assigns Legislators to the various Committees.  Those assignments include the members, Chair, and Co-Chair positions.  Those assignments are called the Committee on Committees Report (more creativity).

All Committee  assignments are made by the Speaker of the House.

Those assignments are agreed to by the Committee on Committees members.

Then every member of the House (the Senate follows the same process) votes to confirm the committee assignments, call the Committee on Committees Report.

The Golden Ticket to control the State’s Checkbook is acquired by controlling the Finance Committees.

Since Republicans represent the majority of Alaskans (55%) to the Democrats (32.5%), Republicans should control – Chair – all the Committees as well as hold the majority of all the Committee assignments or seats.

It’s up to the Speaker of the House and Senate President, respectively, to assign control and membership according to the representation the people voted on.

The Committee on Committees (COC) Report assigns the Finance Committee membership and Co-Chair positions.

The Committee on Committees Report must be ratified by a majority of House and Senate members.

Members are incentivized to ratify the CoC Report because the positions of power they want – or are expected to have – are reflected on the Report.

Certain Committee assignments come with office and staff upgrades, not to mention titles, prestige, and power over important legislation.

A NO’ vote on the CoC Report is often a ‘NO’ vote on the power and prestige politicians crave.

In addition to the Operating and Capital budgets, nearly 70% of all legislation must pass through the Finance Committees

When a pro-life bill is assigned to a committee controlled by Democrats or Planned Parenthood abortion activists, the bill dies without ever having a hearing.

FINANCE COMMITTEES

The House Finance Committee writes a version of the Budget.  The Senate Finance Committee often writes their own version.

Once the House version of the budget is written, amended on the House Floor, it is sent to the Senate to be amended, voted on, and returned.

BUDGET RECONCILIATION

Rarely do the two Chambers agree on a budget – so a special House/Senate Conference Committee is formed to reconcile the two versions of the budget.  Only Finance Committee members – usually the Chair/Co-Chair fill these positions.  Out of 60 Legislators, only 6 (10%) are involved in the final reconciliation of the budget. 

This is where powerful special interest groups flex their muscles – and Planned Parenthood is one of the most powerful special interest groups.

 

On 1/17/2023, the Senate Affirmed the Committee Assignments with a 17:2:1 vote, with one member absent.

The House Affirmed the Committee Assignments with a 39:1 vote on 1/19/2023.

The Dirty Little Secret

The Vote is the blank check

When 29 of 33 Republicans elected Democrats to Control the House and Senate Finance Committees, they cast the deciding votes to pay for 1,418 babies to be killed by abortion and countless children to be poisoned by cross-sex hormones and irreversibly damaged by gender destroying surgeries.

Those 29 Republican votes gave Planned Parenthood and the transgender industry control over the State’s Checkbook – the State’s Operating Budget.

Those 29 Republicans wrote Planned Parenthood a blank check for abortion, cross-sex hormone poisoning, and surgical mutilation of children.

Those 29 Republicans are responsible for the budget that paid Planned Parenthood and the transgender industry to kill thousands of babies and irreversibly damage countless young Alaskans.

Why would Republicans – anybody, for that matter – vote for such horrendous evil?  One word:

POWER.
