Simple.
1) Start by having a drive for title, position, and power that cannot be achieved with a Republican-only caucus.
2) Next, begin a coalition (caucus) with pro-abortion Democrats in which position and power are guaranteed.
3) Then agree to the rules for the coalition (caucus) and agree that certain legislative activities and votes will be required. Failure to follow the rules will mean expulsion from the caucus, public censure, and loss of political power including committee chairmanships, committee memberships, legislative staff, and office space.
4) Then call for a vote in which the results are pre-determined – the Speaker of the House, and various chairmanships already determined in secret meetings, and confirmed by public vote.

Every pro-life bill has been killed in committee. Despite a Republican Majority in the House and Senate, there has not been a single pro-life bill hearing in a single legislative committee. And every pro-abortion Democrat committee chair has been placed there in part, by Republican votes.
The Life at Conception Act, HB 206, has been introduced three times in the past six years and each bill version died in a committee controlled by a pro-abortion Democrat. Planned Parenthood endorsed abortion advocate Ivy Spohnholz placement as Chair of the powerful House Health and Social Services Committee in 2017 and again as Vice-Chair in 2019, was made possible by 20 Republican votes. Ms. Spohnholz made it clear in 2019 that hell would freeze over before the Life at Conception Act got a hearing.
The Family Planning Grants Act, HB 216, has been offered three times in multiple formats over the past six years and repeatedly condemned to die in committees controlled by pro-abortion Democrats.
HB 215, Abortion and the Right to Privacy, never saw the light of day in this legislature, killed like the others by Planned Parenthood endorsed Democrats.
Our End the Spend on Abortion Funding Campaigns – a direct attack on abortion payments in the budgets – have been killed by the House and Senate Finance Committees every year since 2019. Each of those Finance Committees were led by Republicans in both the House and Senate. Each of those Republican Committee leaders – Stedman, von Imhof, Bishop, Johnston, and Merrick joined pro-abortion Democrat caucuses.
Because of these unholy alliances between moderate, pro-choice Republicans and Planned Parenthood abortion advocate Democrats, every attempt to protect babies from being killed by abortions – including those paid for with your money and mine – has failed.
